Public Utilities Director

The City of Abbeville is currently accepting applications for a Public Utilities Director.  Under limited supervision plans and directs the city's public utilities operations in compliance with all applicable regulatory policies and standards including electric production (Hydro Electric Dam), transmission and distribution, water and sewer treatment and distribution, customer service, and administration.  Is responsible for the effective administration of public utilities policies and activities.  Responsible for the development and management of the public utilities budget. Competitive salary and excellent benefits package. Must reside in the Abbeville community.

Duties of this position include, but are not limited to:

  • Directs public utilities operations and recommends sound operational policies.
  • Studies and investigates industry developments for methods of improvement.
  • Assists the City Manager in collecting, researching, and analyzing data in the preparation of reports determining short and long term goals that would improve city utilities.
  • Manages day-to-day operations of the Public Utilities Department
  • Qualifications:

    • Bachelor's degree in electrical or civil engineering, with 4-6 years of engineering experience coupled with utility operations and management experience, or any equivalent combination of training and experience which would provide the required knowledge, skills and leadership abilities.  
    • Must pass a thorough background investigation, pre-employment drug screen and physical examination.
    • Must possess a valid SC driver's license with a good driving history.

    Police Officer

    The City of Abbeville is accepting applications for a full-time police officer.


    • High school diploma/GED
    • Must be at least 21 years old
    • Must have no criminal record
    • Valid SC Class D Driver’s License
    • Must be able to pass a background and license check, drug screen and medical physical
    • SC Class 1 LE certification preferred, but not required
  • Pay Range: $28,731 - $30,472 according to experience

    Meter Reader I

    The City of Abbevilleis seeking a Part Time Meter Reader I.

    Job Duties/Requirements:

    • Assists and fills in for the full time meter reader

    • Must be able to work outdoors in all kinds of weather

    • Frequent walking, stooping and bending

    • Occasional Saturday work

    • Basic computer skills


    • This position requires a high school diploma or equivalent.

    • The candidate must also possess a valid SC driver’s license with a good driving record.

    • Must pass a thorough background investigation, pre-employment drug screen and physical examination.

    Electric Lineman

    This is a full time position responsible for performing skilled work involving the operation of heavy equipment for repairing and maintaining electrical lines. Performs general electrical services for other city departments and maintains rights of way.

    Job Duties/Responsibilities:

    • Operates a bucket truck and/or line truck in the installation/maintenance of electrical lines
    • Operates equipment such as backhoe, tandem trucks, trenchers, chain saws, fork lifts, winches, mechanic tools, electrical tools, etc.
    • Cuts and clears trees and brush for maintenance of rights of way
    • Reads meters and performs turn-on and turn-off as directed; responds to customer complaints; provides general information and assistance to customers as requested
    • Reviews blueprints in locating electrical lines and electrical drawings for installation/maintenance of electrical lines
    • Performs electrical services for various city departments/offices such as the Police Department, City Hall, etc.
    • Maintains required certifications and licenses
  • Desirable Knowledge and Skills:

    • Ability to operate heavy equipment in a safe and effective manner as well as conduct installation, repair and maintenance to electrical lines and apparatuses
    • Ability to understand and apply detailed oral and written instructions and assignments and establish and maintain effective working relationships with supervisors, co-workers, City employees, and the general public
    • Ability to conduct duties in extreme weather conditions
    • Ability to read and understand blueprints and/or electrical drawings
  • Qualifications:

    • High school diploma or equivalent
    • Valid SC driver’s license with a good driving record
    • Have or obtain a CDL within 6 months
    • 4-5 years of electrical experience or technical knowledge preferred
    • Must pass a thorough background investigation, pre-employment drug screen and physical examination
